ARRIVAL OF REINFORCEMENTS. GERMANS ASSUME THE OFFENSIVE.. (Rwseived Last Night, 11.50 o'clock.) ST. PETERSBURG, August 31. It is officially stated that fresh troops have appeared on the! Prussian frontier, and are taking the offensive in some places. The combat southwards of Lublin is being carried on with unabated fury. The fighting near TcmaclufF has been particularly stubborn. The Russians have captured many prisoners, guns, and quickfirer,s, and a flag.
