DECLARATION OF PEACE.

POPULAR REJOICINGS. MOVEMENTS OF GREEKS. (Received' Last Night, 11.45 o'clock.) SALONIKA,. August 11. There has been popular rejoicing throughout the Balkans at the declaration of peace. Solemn Te Deums were celebrated in the principal cathedrals. Greek Mussulmans at Strumnitza and at other Macedonian towns are migrating to Greek territory, fearing Bulgarian cruelty. The Kaiser has appointed King Cons tan tine a Field Marshal.

The Kaiser, in a telegram to King Charles, says that it is a subject of considerable speculation as to whether the irritation at Germany's restraining influence in the Balkans is increasing.
