THE LICENSING QUESTION. (Received Last Night 10.45 o'clock.) LONDON, February 7. The House of Lords has read a second time a Bill to prohibit the conveying of children abroad, or their employment in muwic halls or other performances for profit. The House of Commons, despite several Liberals favouring it, disagreed with the amendment of the House of Lords, which allowed the Gothenburg system as an alternative on tho licensing question.
