A BY-ELECTION. Received March 3, 11.10 p.m. LONDON, March 3. The Central Glasgow by-elaction resulted as follows: Scott-Dickson ... 7,298 Bowles ... 5,185 Mr Bowles, in his election campaign, kept free trade predominant. The "Glasgow Herald," sinking the fiscal issue for the time being, supported Mr Dickson. The Opposition are jubilant at the firat victory of tariff reform in Scotland since the General Election.
