Received March 3, 11.10 p.m. CAPETOWN, March 3. Lord Selborne reviewed 20,000 horseman at Maserna. In an address he sail that it was impossible for Basutoiancl to ultimately remain outside tha Union, but a change would secure their country and maintain the National Counjil.
