TROOPS IN LEGATION AREAS. REQUEST TO WITHDRAW. Received August 17, 8.25 a.m. PEKJN, August 16. . Tang Shao-Yi, an ex-Minister of the Wai-wu-pu (Board of Foreign Affairs), and for a time following the Russo-Japanese war Consul-Gen-eral in' Korea, is visiting Europe with the object of inducing the Powers to withdraw their troops from the Legation areas at Pekin. The Japanese Embassy guard lately invaded a Chinese house and seized a Japanese traitor (a captain of artillery) and certain papers. The officer was cjuickly conveyed to the Legation, \yhere lie confessed hib and then' committed suicide by .iari-kari.
