General Picquart, French Minister for War, is considering the question of the inclusion of Arabs in Algeria, under the conscription law, with a view to adding 100,000 to the army in war time. (Senator J. 8.. Foraker was the Republican candidate for the Governorship of Ohio in 1883. He was defeated, but was elected Governor in 1885 and 1887. In 1889 he was defeated for the same office He was chairman of the Republican Conventions at Ohio, in 188G, 1890, 1896 and 1900; delegate at large from Ohio to the National Republican Conventions in 1881, 18SS, 1892, 1896, 1900, and 1904; chairman of the Ohio delegation in the conventions of 1884 and 1888, and presented to both conventions the name of the Hon. John ' Shorrnan for nomination for the Pre- , sidency; in tlitcouventions of 1892 and 1896 he served as chairman of the committee on resolutions, and as such reported the platform each time to the convention. He presented the name of William M'Kinley to the conventions of 1896 and 1900 for nomination to tha Presidency).
