CHIEF SECRETARY'S PROMISE. INCITEMENT BY A MEMBER OF PARLIAMENT. Received December 4, 8.40 a.m. LONDON, December 3. Mr Gunnell, member for North Westmeath, speaking at Kils-keer, declared that the promise of the Right Hon. A. Birrell, Chief Secretary for Ireland, to do what the people wanted if the demand was made with sufficient courage and energy meant that they ought to pursue cattle-driving vigorously. The Westminster Gazette urges the Government to prosecute members of the House of Commons who are inciting the cattle-drivers,especi-ally Mr Ginnell.
