KAISER BURNT IN EFFIGY.
DEMONSTRATION BY RUSSIAN POLES. Received December 4, 12.40 a.m. VIENNA. December 3. Poles at Lemburg made a demonstration against Prussian Polish legislation. They burnt the Kaiser in effigy, and smashed the windows of a hotel where the German Consul was residing.
