THE KAISER'S VISIT. GERMAN CHANCELLOR'S APPRECIATION. Received December 2, 8 a.m. BERLIN, December 1. The Chancellor, Prince Bulow, in the Reichstag, uiade a warmly appreciative reference to the Kaiser's recent reception in England. He attributed the past estrangement of Great Britain and Germany to a great mutual misunderstanding. accused the other of objects and ideas which did not exist.
