ADVANCES TO SETTLERS.

By Telegraph—Press Association." WELLINGTON, Thursday. In the House pf Kepresentatives, yesterday evening, the ■.■ Premier . moved the second reading of the Government Advances to Settlers Bill, Which amends the principal Act by subsipiuting for payment into the public account that moneys shall be paid into a bank appointed by Go-vernor-in-Gouncil to an account called the Government Advances to Settlers Account and the Government Advances to Workers Account, respectively. The Bill further provides that except in. so far as is otherwise provided by the Act, the provisions of the principal Act with regard to • Government, Advances to Settlers Account, and Advances to Workers Account shall be extended to apply to the Advances to Settlers and Workers Account under this Act. The Premier explained that the Bill was intended to remedy certain inconveniences that had arisen and would enable the Department to make advances by its own cheque. Owing to the great development of the land *ji.. policy the work of the Department would be greatly increased. The average advance, he said, was £338, ■which showed that the small settlers were being assisted. He added that no losses had been made. Referring 'to the Advances to Workers Act, which had only been in force since the beginning of the year, be said it had been very successful. In all some 628 applications had been made, representing £166,765. Of these 562 had been granted, representing • -£134,795. Ten of these, representing £2,510, had been declined. The •average advance was £256, and a marked development might be expected in future. After a short debate the second :reading was carried on the voices.
