THE PHILIPPINES.
COST TO THE UNITED STATES. Received September 4, 9 a.m. NEW YORK, September 3. The United States spent eighty millions sterling in acquiring and maintaining the Philippines. The upkeep costs six millions yearly. (An agitat'on in favour of the sale of the Philippines to Japan or any other Power has been started by the New York Herald, and the idea is said to ,be receiving the support of many prominent public men).
