CRUELTY TO CHILDREN.
Sinister Story of Calculated Barbarity. LONDON, July 10. Instances of violence to children which came under the notice of the National Society for the Prevention of Cruelty to Children numbered 4208 the highest in the society’s history, says the annual report. Even if full allowance is made for overcrowding and unemployment, which bring great irritation in the lives of people so situated, there is cause for wonderment and concern. Lack cf control of temper figures in horrible stories of sufferings of individual children. Sometimes there is a sinister history of calculated barbarity. The report adds that there was a definite increase during the wartime of unruly children, who are now fathers and mothers. The question thus arises whether the unsatisfactory bringing up of war children is showing its effect in this wjiy. A large increase has occurred in the number of cases of parents locking children in roems while they visit pictures and other amusements.
