Serious Floods Cause Panic in City. United Press Assn.—l3y Electric Telegraph—Copyrigh t. SHANGHAI, July IS. While Shanghai and Central China are suffering with an unprecedented heat wave, having been without rain for thirty days, and with drought and famine threatening, Harbin is virtually isolated from the rest of the country as the result of flools which are paralysing the railway system. Harbin is panic-stricken .fearing a greater disaster than that of 1932 in which more than 30,000 persons lost their lives. Traffic between Changchun, capital of Manchukuo and Harbin, including Siberian mails was brought to a standstill yesterday when the Lalin River, (fifty miles south of Harbin) overflowed and washed out the railway tracks. Bandits are contributing to the difficulties of the railway authorities, frequent outrages rendering operations difficult. FLOODS IN POLAND. WARSAW, July 18. At least 100 persons have been drowned in floods which occurred over a vast area between the Carpathian mountains and Cracow, following thirtytwo hours of torrential rain. Many villages, railways and bridges have been destroyed.
