Dear fir, —Would you endeavour to explain the wide difference in the working of authority. Last Friday I was passing * rev.- place of entertainment and I found a queue of people blocking the footpath and half the roadway, I being forced to use the road to get by. This, of course, is very common to our theatre places. But \frhat a glaring instance occurred this morning, when the constables were going on duty at 9a m. When the sergeant in charge spiad a lad with a cycle standing on the footpath in Hereford Street, now what did he do but sharply command the lad to wake up Of course, I know it is easier to bully a lad than to step on so and so’s toes.— I am, etc, PASSER BY.
