• ‘Manchester Guardian’ Slates British Government. WAS OTTAWA A SIIAM? United Press Assn.—By Electric Telegraph—Copyright. (Received April 20, 1 p.m.) LONDON, April 19. The “ Manchester Guardian,” commenting on the New Zealand White Paper, asks: “Is it any wonder New Zealand, the most devoted of the Dominions, should smart under the rebuff and regard Ottawa as a sham and fraud? Britain took two months to devise a formula for the rejection of New Zealand’s offer with a jumble of Elliotian phrases. When New Zealand tried again she was put off with a still more cloudy and more evasive answer, about which the only certain thing was that Empire trade must be more j ! restricted and not freer. Is it strange | that Australia, which is also threaten- j ed by Mr Elliot, should be stiffening 1 herself against further concessions in tariffs on British goods? Mr Thomas might as well be frank about it. Previously he has been merely misleading.”
