FREE TRIAL IN RUSSIA.

LONDON, April 17. The “Daily Herald” says that the process of disbanding the O.G.P.U. of the Soviet secret police, has begun. Nobody in future will be sentenced without trial in open court. The only exception is that the newly-created Commissar of the Interior will have power to deport undesirables from one part of the Soviet Union to another fo a period limited to three years. M. Stalin considers that the stability of the present regime is secured.
