The Italian proposals for the reform of the League are regarded as fraught with danger. Signor Muss lini apparently is aiming to substitute for the League something like the Four Power pact, namely a limited directorate of the larger Powers to assume responsibility for the settlement of the pchtical problems of Europe, in which the lesser Powers would practically' have no voice.
