Why South America Cannot Pay Debts. United Press Assn.—By Electric Telegraph—Copyright. MONTE VIDEO, December 4. Senor Dr Gabriel Terra, President of the Republic of Uruguay’, in his opening address at Ahe Pan-American Conference to-day, said that the inability' of South American countries to meet loan obligations contracted with the United States was due to the high tariff on their products. The hope was expressed by Dr Terra that President Roosevelt would carry out a policy of reviving international trade and particularly Pan-American trade through a downward revision af the tariff. The attitude of Haiti regarding nonintervention b\' the United States wtas strengthened to-day when it was learned that the Cubans will seek a simitar resolution against alleged interference by America in their political problems.
