After a long preparation there has emerged a “ People’s Government of China ” at Foochow, headed by Lichisen, the former chief of the General Staff under the National Government. Others included in the executive are Chenmin-shu, Tsia-tingkai, Hsu Chungchin, Chuang Po-chung and Eugene Chen, who is the stormy petrel in Chinese politics. The latter is assuming the post of Foreign Minister. The new Government is Social-Demo-cratic in character. It is advocating rigid enforcement of the anti-imperial-ist policy, the annulment of all unequal treaties, State ownership of forests and mines, equal distribution of lands, and the participation of all parties in the affairs of Government, including the Communist Party.
