Though the frantic efforts of Nanking may avert the threatened separatist independence movement in Fukien, the situation is stiii fraught with danger. Martial law has been proclaimed iii Foochow. General Chenmingshu, who is scheduled tc assume office as Com-mander-in-Chief of the Fukien. Kweichow, Kiangsi, Kunnan and Kwangsi Provinces to-day, will officially issue a declaration of independence. This is expected to provoke developments.
