General Hertzog’s Downfall Near. UDGE ROOS BACK IN POLITICS. United Press Assn.—By Electric Telegraph—Copyright. (Received December 22, 12.40 p.m.) CAPE TOWN, December 21. The collapse of the Hertzog Governnent is foreshadowed by the return to politics of Judge Tielman Roos, who was Minister of Justice in the first Nationalist Government, but resigned owing to ill-health. He subsequently was appointed to the Appeal Court. The country was startled, a few days ago, when Judge Roos, when addressing his former constituents, denounced racialism. He has low announced his resignation from the Bench, and states that he hopes to r orm a Coalition Government. The no-confidence motion of the Nationalists, it is anticipated, will be carded by Parliament when it meets on January 20.
