GIVEN SELF-GOVERNMENT.
(Received November 3, 2 L p.m.) CANBERRA, November 3. The House has passed a Bill providing for the institution of a form of local government in New Guinea similar to that in operation in* Papua. The main proposal is for a Legislative Council of eight official and seven non-offi-cial members, the Comm , nwealth Government retaining the power to veto.
