. “ Looks Like the End of Reparations.” The agreement arrived at between Germany and the other Powers is interpreted by some people as being the end ui reparations. “It looks like it,” said Professor A. H. Tocker, Professor of Economics at Canterbury College, when asked whether he considered the decision meant the end of reparation payments. “It is too hard for me—l don’t know,” said Mr W. Machin, when asked his interpretation of the message. “The terms are too elastic. What do they mean by normal? Do they mean when the balance of trade is right, or when currency is stable ? What is the test of normality? What is the standard in Germany? What you want is a definition of what is normality. They might even say that restoration of the monarchy is normality.” His opinion was that the terms of the agreement were too vague to permit a definite statement of opinion as to its meanirjg.
