Feeling Against Japan Growing. GUARD FOR'EMBASSY AT TOKIO. United Press Assn.—By Electric Telegraph—Copyright. TOKIO* March 4. Officials regretfully note an antiJapanese movement in America organised by Chester 11. Rowell and others, which is disturbing the amity between Japan and America. The movement is tending further to inflame Japanese public opinion, which is already sensitive to American antagonism. The Government is therefore taking precautions to prevent reactionary reprisals. , The police guard round the American Embassy has been doubled. Chester Harvey Rowell, who is alleged by Japanese officials to be working up anti-Japanese feeling in America, is a well-known Californian newspaper editor who has been engaged largely in foreign travel and newspaper syndicate writing since 1923.

HEARTRENDING SCENES.

SHANGHAI, March 4. There was a regular stampede this morning with the return of refugees. Thousands of foreigners and Chinese, using every available conveyance, commenced a trek to the Hongkew and Dixwell Road areas. The problem was actually greater than the evacuation, everyone endeavouring to enter the originally prohibited zones at the same time. Traffic on every road was jammed. Although fighting is officially cancelled, there are still slight skirmishes a considerable distance from Shanghai. Playing “ Hide and Seek.” The Chinese and Japanese in the \ -inity of the twenty-kilometre' zone are playing “ hide and seek ” along the Japanese main defence lines, though the main body of Chinese is concentrated at Quinsan. Heartrending scenes were witnessed when the advance party of Chinese refugees returned to the northern district, finding nothing except ruins where their homes had once stood. Chapei is still closed under military control, but the municipal authorities are devising a system of policing to permit the Japanese to return to their bases. Parts of Chapei are still in flames, and will probably require dyna* miting to prevent the fires spreading. •The Japanese Consulate advises that fresh Japanese troops are being sent to relieve those which participated in the hostilities, and also to assist in the reconstruction of the devastated regions, pending a satisfactory outcome of the peace conference.
