Japanese Reinforcements for Manchuria. United Press Assn.—By Electric Telegraph—Copyright. SHANGHAI, December 12. Japanese military authorities in Manchuria report that it is impossible to restore peace in Manchuria, or withdraw, while Marshal Chang-Sueh Liang, w r ho was ousted as Governor of Mukden, maintains his military base at Chinchow, from where he is directing military and political activities. It is learned on good authority that the Japanese Government is considering the despatch of an additional one and a half divisions of troops to Manchuria, hoping that this will be sufficient threat to compel the Marshal to abandon his headquarters at Chinchow and withdraw his army beyond the Great Wall.
