NAVAL RATINGS ARE ARRESTED.

The newspapers give prominence to the arrest of forty-two sailors on the British submarine parent ship Lucia at Plymouth. The Lucia was due to leave on a spring cruise on Thursday. The authorities refuse to explain or discuss the episode, though they admit that there is “ something wrong.”
