Striking preparations are being made to celebrate the New Year according to the solar calendar instead of the lunar calendar. The officials are determined to mark the change with considerable festivity. Nevertheless, the masses are strongly adhering to the old system and refusing to observe the foreign New Year, despite Governmental threats of fines and possible imprisonment for those who refuse to reform.
