TWO COMMISSIONERS WILL * LEVY AND COLLECT TAXES (United Press Assn.—By Electric Telegraph—Copyright.) (Received November 28, 9.15 a.m.) BERLIN, November 27. Because the City Council is obstructing all attempts at interference and refused to pass the 1930 Budget, Governor Brandenburg has appointed two State Commissioners to regulate Berlin’s muddled finances. Berlin is at present indebted to the extent of £5,000,000. The Commissioners will declare and supervise the collection of a per capita tax of 10 per cent, a tax on beer and spirits, and an additional property tax. Similar steps are contemplated in other towns.
