TROTTING DELEGATES HAVE CONFERENCE

MANY REMITS COME UP FOR CONSIDERATION. (Special to ihe “ Star.”) WELLINGTON, July 9. The annual conference of representatives of New Zealand trotting clubs was held to-day. Mr J. Rowe, Auckland, vice-president, occupied the chair in the absence of the president, Mr H. F\ Nicoll, who is on a visit to England, and there was a full attendance of delegates. The stipendiary stewards were present by invitation. The balance-sheet was adopted. The general account showed assets totalling £1237, with no liabilities. The provident fund account had assets amounting to £7140. The Remits. The proposal of the Inangahua Trotting Club that in all cases where trotting events are held by racing clubs, the minimum stipendiary steward's fee shail be payable to the association, was lost. The Inangahua Club also brought forward a proposal regarding racing clubs which Included trotting events on their programmes. It provided that, should the average amount invested on the totalisator, together with the average amount received in nominations and acceptances for the trotting events, exceed the average of investments and amount received in nominations and acceptances of thfe racing events, then 10 per cent of the excess received for nominations and acceptances, together with 5 per cent of the totalisator excess, shail be paid to the association and distributed to the clubs whose finances are adversely affected by this racing, such moneys to be given in Makes. This was referred to the executive to report to the Conference next year. A proposal by the Cambridge Club was carried providing that the principal event at a meeting may have the title of Cup if any trophy is given. The Cambridge Club proposed an addition to the rule regarding the amount to be givfen in stakes. It provided that the net amount of revenue from the totalisator should be the sum remaining after the deduction of all levies by the Conference or association, which wero regulated by the totalisator turnTliis was carried. A proposal by the Trotting Association was carried, providing that the association, when approving the amount of stakes in a club’s programme, should have regard as expedient to any change in the number of days on wiiich the totalisator was used by such club in the current year. The Trotting Association’s proposal to increase the fee for registering a joint interest from 2s 6d to 5s was withdrawn. The Kaikoura Club proposed to make it optional for an owner to register his racing colours. This was lost. The Trotting Association remit was approved, providing that an owner who desired to register a mare solely for the purpose of inclusion In the Stud Book should be absolved from paying the registration fee. The Gore Club proposed that where a name had been disapproved by the chairman of the association, the owner of the horse should have the right of appeal to the president of the conferThis was lost after the chairman of tho association had explained that names of horses were approved by the association, and not by the. chairman. An amendment of the rule enlarging the powers of the starter, proposed by the Trotting Association, was carried. Another proposal by the Trotting Association widening the powers of a stipendiary steward to fine a horseman for a breach of any rule, even if the incident did not occur during a race, was carried. The Win ton Club proposed that in the event of an appeal being made against the decision of the stewards of a club, the dividend should be held up until the appeal was finally decided. This was lost, and a similar proposal by the Thames Club was withdrawn. These remits were brought forward as a result of the cases in which Ben Bingen and Lord Haldane were disqualified this season after winning races The dividends were paid ’ on the decision of the stewards, but in each case this decision was reversed on appeal. The argument against the remit was that the financial side of meetings would be prejudiced by holding up investments pending an appeal. Election of Officers. The election of officers resulted as follows:—President, Mr H. P. Nicoll; vice-president, Mr J. Rowe; executive, Messrs C. M. Ollivier, B. S. Irwin and 11. R. Mackenzie. The nomination of Mr Rowe as vice-president was made by Mr L. Cohen (Wanganui), who mentioned that Mr Rowe was the sole survivor of the Racing Commission of 1910. HUNT CLU3 MEET.
