NEW YORK, January 4. General Smuts, in two addresses that he delivered to-day, voiced the hope that the United States would become a member of the Permanent Court of International Justice in 1930. He dedeclared that the signing of the Root protocols was “ one of the most helpful steps in recent 3-ears ” in the cause of world peace. In a speech before the combined organisations celebrating the tenth anniversary of the League of Nations, the general said: ** As sure as we sit here to-daj' there will be a time when all your efforts and the cause >-ou stand for will be triumphant all over the world.
