JAPANESE DELEGATE HAS INFORMAL TALKS.

The chief of the Japanese delegation to the Naval Conference, Mr Wakatsuki, will in all probability have informal conversations in a few days with the Prime Minister and Foreign Secretary, Messrs MacDonald and Henderson. He states that, as a result of such talks in Washington, he now thoroughly appreciates the American point of view, and has, he believed, enabled the American delegates to understand the Japanese standpoint. On neither side had there been any attempt to forestall the Conference by actual negotiation.
