NAHAS PASHA FORMS MINISTRY FOR EGYPT.

WANTS AGREEMENT WITH GREAT BRITAIN. (United Press Assn.—By Electric Telegraph—Copyright.) LONDON, January 1. Nahas Pasha, in Egypt, has formed a Government. The Ministry’s main objectives will include Egypt’s real independence with an honourable and stable agreement with Britain, combined with an amicable policy towards all foreign Powers. The “ Daily Herald" publishes a leading article on the formation of the Wafd Ministry in Egypt, as a result of the Wafd’s victory in the elections. The paper expects that Nahas will intimate to his Parliament his intention to negotiate a treaty with Britain on the basis of Mr Arthur Henderson’s proposals. While recognising that Nahas will be within his right in asking for modification of the details, the Labour paper urges him to remember that the essentials of the proposals do represent the extreme limit to which the British Government can go. “ The British Government has had to face a strong attack for going so far,” it continued, “ and it will stand by its offer to Egypt. But the Egyptians must co-operate. Were they to ask not merely for minor modification but for amendments touching the substance of the proposals, their pressure for a change in one direction would be met by insistent pressure for change in another direction, and the treaty might take a form not more but less favourable to Egypt than the present proposals. By acceptance of the substance of the proposals as unalterable, they will be safeguarding themselves as well as facilitating speedy signature of the treaty.”
