NEW BRIGHTON ROAD ACCOUNT TO BE PAID.

A complaint regarding the bituminous top-dressing which was recently put down on Seaview Road was again discussed by the New Brighton Borough Council last evening. Councillor F. D. Muirson, chairman of the Works Committee, stated that since the last meeting he had inspected the surface of that portion of the road which had been complained of, and he was convinced that the contractors had put down the bitumen, but traffic passing over it before it was properly settled would cause the patches which had appeared in the surface. He moved that the account be passed for payment.

Councillor G. W. Bishop seconded the motion, endorsing Councillor Muirson’s statements.

Councillor S. J. B. Bargrove, in opposing the motion, criticised the work which had been done.

Councillor E. L. Smith expressed the opinion that traffic had done a small amount of damage, but the blame could not be laid at the feet of the contractors. In his opinion the account should be passed for payment. The Mayor (Mr J. H. Shaw) stated that the work had been passed by the Main Highways Board, by whom it must have been considered satisfactory.

% The motion was carried, but the matter was reopened when Councillor Bargrove suggested subsequently that a letter of protest be sent to the Main Highways Board for approving of the work. “They had no right to do that,” he said. “We have got to pay for it.” Councillor K. A. M. Leaver: That is hardly the way to get further grants. Councillor Bargrove. No matter. I am not satisfied. Councillor J. S. Ainsworth made a suggestion that the matter be taken in committee, which was not adopted. Councillor Smith said that Councillor Bargrove was out of order, as the matter had been concluded. The Mayor ruled Councillor Bargrove out of order on the grounds that there was no motion before the meeting.
