MONTHLY MEETING OF RICCARTON COUNCIL HELD.

The Riccarton Borough Council held its monthly meeting last night. In the absence of the Mayor (Mr H. S. S. Kyle, M.P.), the Deputy-Mayor, Councillor W. Machin, presided. Other councillors present yere:—Councillors H. W. Wise, F. S. Wilding, O. D. Fraser, John Wood, T. M. Ford and R. G. Malcolmson. The resolution of July 2 last, striking the rates for the year, was confirmed. The Finance and By-Laws Committee recommended that application be made to the Governor-General to transfer the unexpended balance of the south-west area loan account to the district fund account; that the financial statement in connection with the general account showing expenditure and commitments at £2356 9s 2d for the period of the financial year ended July 24 out of an allocation of the estimates for the same period of £2444 15s be approved; that the plan submitted requesting subdivision of a property situated at the corner of Straven and Riccarton Roads be held over pending further information, to be obtained from the Director of Town Planning and the City Engineer; that Messrs Paynter and Hamilton be granted permission to erect two bungalows on two sections in Manning Street, as shown on their plan, provided the buildings erected comply with the borough bylaws; that the application by Miss Cross for the subdivision of a property stiuated at the corner of Riccarton Road and Konini Street be approved, provided that the requirements of the Town Planning and Public Works Act are complied with; that application be granted to Mr Reid, 59, Picton Avenue, to use his premises as a bakehouse. that the matter of charging consumers in the shopping area, Riccarton Road, for additional street lighting be discussed by the whole council, owing to the fact that some consumers have refused to pay their monthly instalment; that the office be closed all day on Tuesday, August 13. The Municipal Association’s solicitor furnished an opinion that the regulation under which recent warning signs had been recently erected was ultra vires. A copy of the letter will be sent to Mr H. S. Kyle, M.P., for his attention in Wellington. The North Canterbury Farmers' Union wrote suggesting that the “no parking” signs at the saleyards might now be removed, as the council had made additional parking space available.—Councillor Wise urged that the roadway in front of the yards should be a prohibited area for parking, for convenience of taxis, buses, and the public using the yards.—ln answer to questions, the Town Clerk said that the late council had granted much oi the frontage of the yards as a parking area. Recently, at the request of the Mayor, he had accompanied Mr Kyle to the yards to make a note of the congestion brought about by the alterations recently made.—Councillors Wood and Fraser were authorised to visit the locality and report, and the secretary of the union and the Chief Motor Inspector of Christchurch will be asked to be present. The Deputy-Mayor and Councillor Wise reported that the contractors had made several improvements on the new street near Deans Avenue. Some of the concrete work could certainly have been better done. The council had no power to order a higher parapet to the bridge over the stream, as the parapet complied with the specifications approved by the former council.— Councillor Wilding considered this twenty-eight-inch parapet unsafe.— Councillor Malcolmson thought there was more risk for children with a forty-two-inch parapet, for the higher parapet was a temptation to children to climb. —A clearance to the contractor was authorised. Councillor Ford voting against it. The Treasury wrote advising that it was unable to authorise transfer of loan money to the district fund.—The letter was referred to the Mayor. A resolution was carried exempting Manning Street from street widening provisions under the usual con ditions. The A.S.R.S., Addington branch, asked for attention to the road between Munning’s store and Matson’s wool store. In wet weather its condition was deplorable, and it was the main outlet for about 200 cyclists from the Addington Workshops.—The matter was referred to the Works Committee. The Chief Electrical Engineer reported on the council's electrical installation as "good,” and there were no matters requiring attention.—The Electrical Engineer was complimented by the chair. Mr Chas. E. Ede complained of adjoining owners running storm water on to his property in Matipo Street.— The matter was referred to the Health Inspector to report.
