HEALTH OF DIPLOMAT FAILS UNDER STRAIN OF NEW DIPLOMACY.
(Special to the “Star.”) GENEVA, September 10. Is the enormous strain of post-war diplomacy proving too much for the older generation of European statesmen? One is inclined to answer in the affirmative when one sees how manv prominent men at the League of Nations appear to be on the verge of a serious breakdown. Of the Locarno treaty-makers Sir Austen Chamberlain and Herr Stresemann are both ill, while M. Briand, the French Foreign Minister. is showing traces of his effort in coming to Geneva after his recent relapse. Signor Scioloja, the Italian representative, exhibits signs of the gruelling times he has had at the League, while it was only with the greatest difficulty that M. Tituleseu (Rumania) was able to sit through the session on his last visit here. It is common knowledge that if Viscount Cecil had taken a rest after the Naval Conference his impaired health would not have forced him to resign his post as British representative. Mr Bridgeman also felt his responsibilities at the Naval Conference so keenly that he came dangerously near a breakdown. One sees haggard faces around the Council.
