SENATOR MOSES MOVES RESOLUTION

(United Press Assn. —By Electric Teleeraph—Copyright.) (Received December 20, 9.15 a.m.) WASHINGTON, December 19. The contest over the Kellogg Treaty was brought to the Senate floor when Senator Borah presented his favourable report on the document. The reservationists also presented their modified resolution, honing to have it considered and passed when the Treaty was recommended. A new resolution offered bv Senator Moses on behalf of himself and Senator Reed eliminating the reference to the Monroe Doctrine reads:—“lt is resolved that the Senate of the United States declares that in advising consenting to the Multilateral Treaty it does so with the understanding (1) That the Treaty does not impair or abridge the right of the United States to defend its territory, or other vital interests, in accordance with traditional American policies; (2) That the Treaty imposes no obligations on the United States to resort to punitive measures against any offending nation; (3) That the Treaty does not obligate upon the United States the conditions of anv Treaty to which the United States is not a party; (4) That the Secretary of State is requested to forward a copv of this resolution to the representatives of the other Powers.”

DISCUSSION DEFERRED TILL AFTER CHRISTMAS. (Received December 20, 10.30 a.m.) WASHINGTON, December 19. Senator Borah, chairman of the Foreign Relations Committee, after presenting the Kellogg Tre? 1 in the Senate, decided on the postponement of the consideration of it until after the Christmas recess, owing to the little opportunity of its being discussed before the Naval Construction Bill. The Moses resolution was modified b- its sponsors, eliminating direct reference to the Monroe Doctrine.—Australian Press Association United Service.
