FASCIST GRAND COUNCIL WILL BE MADE CONSTITUTIONAL
BILL INTRODUCED IN ITALIAN SENATE

The Rome correspondent of “ The Times ” states that the Senate has begun a discussion of a Bill to constitu tionalise the new Grand Council., The Bill was drafted by Signor Berio. The accompanying report explains
that the Bill is a necessary sequel tc the new law which conferred on the Council the duty of revising the lists of Parliamentary candidates. Anybody doubting the necessity for the new Bill would show ignorance of the profound revolution which Fascism had wrought in Italian public life, and would obstruct the Government. The most important provision was one empowering the Council to express an opinion on all questions aiming at constitutional improvement. The Council will be required to lco3p two up-to-date lists, one naming possible successors to the Premiership and the other successors to the various Min isterial posts. The Council will submit i the former to the King, but the Premier would submit the other list.—“ Times '* Cables.
