All the world knows that Germany has fulfilled her obligations, has disarmed and has punctually delivered her reparation payments, and so far reentered the life of Europe. Britain, by maintaining troops in the Rhineland, is violating her solemn engagements. The policy is morally wrong. Moreover, the body of troops is ludicrously inadequate to constrain Germany, but enough to irritate. “It is an unpleasant thought that wo are treating the Versailles Treaty as a scrap cf paper.” —Australian Press Association.
