KAIAPOI BOROUGH COUNCIL MEETS.

The Kaiapoi Borough Council met last night; present—The Mayor (Mr H. C. Revell). Councillors 11. M’lntosh, R. J. Dunn, F. Thorne, W. 11. A. Vickery, D. Whyte, E. J. Pollard and J. D. Williams. Permission was granted to the Church of England Old Scholars’ Association to hold their annual picnic in the Domain on Labour Day. The secretary of the Waimakariri River Trust wrote forwarding a copy of a letter received from the Trust’s engineer with reference to the drain alongside Mr Morrjsj’s property in Raven Street. The engineer stated that the drain was in existence prior to the Trust erecting the new bank, a new floodgate had been put in and no water could escape from the river during a flood. In regard to the outfall being blocked by a flood, it would be cleared again as in the case of all other culverts, which are inspected at least once fortnightly. The letter was received. The organiser of the Canterbury Progress League wrote asking if the council would give practical support to the suggested complimentary ball to celebrate the flight of the Southern Cross, at which presentations %vould be made to each of the four airmen. The letter was received. The secretary of the Kaiapoi Fire Board wrote advising that the board intended to apply for a reduction in the rent of the fire station and engineer’s quarters, at present leased from the council, and suggested that the council obtain a revaluation with the object of arriving at a satisfactory understanding as to the rate of rent to be charged. The board also wrote drawing attention to the need of renovating parts of the engineer’s quarters. The letter was received, and the matter was referred to the Finance Committee to report. The question of the renovation of the engineer’s quarters was referred to the Works Committee. The engineer-secretary of the North Canterbury Electric Power -Board wrote advising that, as the council had not seen fit to accept the terms proposed by the board for the supply of power, the terms were now withdrawn in favour of the following:—For the present quarter, the charges to be as previously : tated, namely, standard Government rates plus £SO, and for the ensuing quarter £3 per K.V.A. plus £SO. Tfie offer is open for acceptance for thirty days only. The board has also resolved that the council be given fourteen days from the date on which the account is rendered, and that if payment be not made within that period a penalty of 2d in the Is be imposed for late payment. The letter was received and the Mayor reported on a conference held at Rangiora that day between the Rangiora and Kaiapoi Borough Councils and the North Canterbury Power Board. A motion was carried endorsing the action of the council’s delegates in accepting the following terms.:— Standard rates, first 200 K.V.A. at £lO and £8 for all over, plus £IOO per annum service charges. The borough solicitors, Messrs Papprill, Salter and Gresson, wrote advising that it would not be necessary to make a further by-law regarding plumbing, as the regulations in regard to plumbing had been made applicable to the Borough of Kaiapoi by an order-in-counCil. The letter was received. Permission was granted the Papanui Amateur Sports Club to traverse the main road through Kaiapoi between 9 and 10.30 a.m. on September 29, on the occasion of the club’s Round-the-Gorges cycle race. An invitation to the Mayor and councillors to attend the luncheon in connection with the Rangiora Jubilee celebrations on Friday, was accepted. A request from the Kaiapoi Beautifying Association asking that an improved water supply be provided for the War Memorial Gardens, the association offering to pay half the cost, was referred to the Electric Supply Committee to report. On the recommendation of the Finance Committee it was decided that a pole derrick as designed by the Borough Electrical Engineer, be procured. Councillor Vickery reported on the recent conference of local bodies with the Canterbury Progress League, regarding the question of main highways, and after a discussion it was decided to again approach the Minister of Public Works regarding the granting of a £3 to £1 subsidy for a permanent road through the borough. As the road carried an enormous through traffic, it was considered that Kaiapoi should be placed in the same position as the adjoining counties. The finance report showed receipts of £471 8s 3d, and a debit balance of £1605 15s 4d. Accounts amounting to £262 12s Id were passed for payment.
