COUNTY AFFAIRS ARE DEALT WITH BY WAIMAIRI COUNCIL.

The Waimairi County Council met yesterday. Present—Messrs T. O. Newnham (chairman), R. W. Hawke, W. J. Walter, G. Shipley, H. Kitson, W. P. Spencer, W. H. Paterson and G. T. Mulcock. Accounts amounting to £4359 8s 4d were passed for payment. Mr Kitson said that the council should make a strong protest against the manner in which the roads were left by the Drainage Board. The drains had been laid up in Holmwood Road and in Gardiner’s Road. Another five chains had been opened up in. Holmwood Road, and if this practice werei continued the council would have liwjflj chance of having the road main highway. •He moved that. Drainage Board be requested to the council when it intended up a road. The motion was carried. The Tramway Board had agreed to deliver 300 yards of spoil on Westminster Street free. The offer of Mr T. A. Lewis of land to widen the corner of Torrens and Hill’s Roads had been accepted. The inspector recommended that the council prohibit cycling along the whole of the footpath along Fendalton Road. The county clerk reported that the county bank balance was as follows: •—County fund account, £2631 15s 9d; loans account, £690 11s 3d. Outstanding rates amounted to £1955 4s 6d. The amount of £11,115 was available for general expenditure as follows:—Styx £670, Avon £892, Marshland £1329, Belfast £859, Harewood £1315, Papanui £SBO, Wairarapa £706, Fendalton £3605, and Middleton £1159. The Highways Board had notified that the maintenance subsidy on roads would be increased from 30s for £1 to £2 for £l. A grant of £5 was made to the Sumner Lifeboat. Fund. A deputation from the Papanui Progress League waited upon the council to protest against the increase in rates, particularly in regard to the Memorial Hall rate. One example which was quoted showed an increase to have been made from 11s to £1 17s 7d in a few years. There was a big difference in the rate in the city area and the Waimairi area. The county clerk explained that the rates of the city and the county were in consistent proportion. The rate for this year was going to be 3-32 d instead of 5-32 d in the £. Mr Shipley said that the rates for the city were on unimproved value and those for the county on improved value. After further discussion, the deputation expressed itself satisfied. The clerk was instructed to confer with the Papanui Progress League. A letter was received from the Pioneer Sports Club congratulating the council on the state of its roads.
