BRITAIN SURPRISED AT U.S. VIEW OF PLAN

Surprise is expressed here that a misunderstanding regarding the scope and purpose of the Anglo-French compromise on the naval limitation proposals should, according to Press messages, persist in America. The compromise is not embodied in any formal treaty. The proposals, which are only tentative in character, represent an agreement with a view to advancing the work of the Preparatory Committee for the Disarmament Conference at Geneva. They have been submitted in full to the principal naval Powers in order to solicit their comments and suggestions before being submitted to the Preparatory Committee. The committee’s progress hitherto has been delayed owing to the differences that have arisen over the rival craft proposals for naval disarmament which ha\ e been advanced by France and Britain, and the proposals now under consideration by the naval Powers are expected to overcome these difftcul ties. The reason for withholding purely tentative proposals from publication for the time being ie the desire of the Anglo-French Governments to be in possession of the comments of ali the parties interested before such a step is taken.—British Official Wireless.
