New Ruling Issued On N.Z. Scrum Strategy.
SOUTH AFRICAN BOARD DOES NOT BAR THIRD MAN IN FRONT ROW.

THE Rules Committee of the South African Rugby Board, replying to the query of Theo Pienaar, manager of the Springbok team, regarding the legality of the scrumming strategy adopted by Bonald Stewart in the second test, have issued an extensive ruling. The main point of it is that a forward must not advance or put his foot in front of his other front row players, and that the normal stance of the forwards is the guiding factor. The manager of the Springbok team raised a doubt about the legality of the New Zealand loose head forward in the scrum, and decided to ask for a ruling. The New Zealanders propose to pack the same scrum again. It worked effectively at Johannesburg.
