Representative M’Clintic, a Democratic member of the House Naval Committee, submitted a minority report proposing to substitute for the Committee’s Bill asking for fifteen cruisers and an aeroplane carrier his own programme, which consists of fifteen submarines, that will cost 75,000,000 dollars, and provision for changes in eighteen battleships, making them serviceable as aircraft carriers, costing 18.0007000 dollars. He said that actually the United States has 99,924 more tons in cruiser strength than Britain. It is expected that .the majority report will be debated in the House on March 13 or 15.
