In the House of Commons, Mr Churchill told questioners that the super-tax yielded £60,000,000 yearly, but that it did not follow that a 25 per cent increase would yield £15,000,000, as he could not estimate the effect of the increase upon incentive to save, reinvestments, division of fortunes, and difficulties of collection. Asked whether he considered that tho issue of a premium-bond would assist the national fiances, Mr Churchill said that no money-raising proposals would escape examination, but it did not follow that they would survive examination. Sir Clement Kinloch-Cooke asked: “Have you an open mind on the subject?” Mr Churchill: “I never close my mind on any question.”
