Briancl and Lord Crewe (British Ambassador) discussed the British Memorandum to China. “Le Journal’’ says: “France maintains a ‘wait and see’ policy.” Pertinax, in “L’Echo de Paris,” says. “The Memorandum’s aim. recognition of the Cantonese Government, will come to nothing, if Britain overrides France’s objections. Britain and France will be ranged in opposition, as in the Turkey crisis of 1922. The Powers can only safeguard foreign communities if they are united in the defence of trade rights.”
