RIGHT OF APPEAL TO PRIVY COUNCIL.

Kin-loeh-Cooke (Conservative), inquired whether Mr Baldwin would undertake that steps Would not betaken to impair the right of British Dominion subjects to appeal to the Privy Council, without the Imperial Parliament being consulted. Mr Baldwin replied that he could not give the assurance that Parliament would be consulted except to an extent involving legislation. Sir G. Kinloch-Gooke asked whether a change was contemplated in the right of the Dominion Governor to retuse his assent to a Bill passed by the Dominion Parliament or reserve any measure for the Crown’s consideration. Mr Baldwin said that this aspect of a Governor-General s position was not dealt with by the inter-imperial relations report. He was not aware that any change was contemplated.
