38 ARRESTS MADE ON BORDER OF FRANCE AND SPAIN.

A message from Paris states that persons of Spanish, English "and Italian nationality were arrested at the railway station in Millas, eleven miles from Perpignan. Two Spaniards, with bombs in their possession, fled. The leader of the revolutionary band is stated to be Jose Carillon, bom in 1902 in Barcelona. At present he is foreman of a sugar refinery and living in Boulogne-sur-Seine. It is reported that he has been in communication with Francisco Hagia, a former colonel in the Spanish army and at one time a member of the Spanish Cortes. It is alleged that on leaving Paris, Carillon received from a man named Raxen Munster, 23,000 francs and an envelope containing instructions, which he was not to read until he reached the frontier. The conspirators’ plan was to assemble at Estagel, Bataille and Millas, whence they were to take train to Villefranche, whence they would be directed across the frontier. On arrival in Spain they were to launch a revolutionary movement.
