The British Consul at Chengtu has reported that Miss Manly, an American, was dragged by Chinese from a rickshaw in an attempt to strangle her but she was rescued by. bystanders and her assailant arrested. As the result of the Consul’s representations, the authorities have issued a proclamation i to the effect that any Chinese molestj ing foreigners will be arrested and shot. ,
