Herriot failed in the formation of a Cabinet because although his programme omitted objectionable Socialist proposals, such as a capital levy, he could not persuade prominent moderates that the colour of his financial policy was more significant than the •colour of his reputation. Therefore, although it was announced at midnight on Saturday that M. ITerriot's projected Ministry was almost completed, the moderates rebelled because they were not given control of the Cabinet. M.
